An atmosphere of “disappointment” and frustration prevailed in the Sudanese circles after the cancellation of a meeting of the “International Quartet” that was scheduled for it in Washington on Wednesday, and hosted by US Secretary of State Marco Rubio, with the foreign ministers of Saudi Arabia, Egypt and the United Arab Emirates.
The anti -war civilian forces have witnessed the success of the meeting, and its exit with decisions pushing the ceasefire and addressing the humanitarian conditions, and the convergence of a new path for a political process that contributes to returning the country to the civil transition.
Reliable sources at the US State Department confirmed to Asharq Al -Awsat to cancel the “Quartet Committee” meeting on Sudan, without specifying the reasons or a new date for the meeting.
Integrated project
Ezz El -Din Al -Safi, the adviser to the first commander of the “Rapid Support Forces”, said: “We are not aware of the reasons and reasons for postponing the (Quartet) meeting in Washington,” adding: “We look forward to the administration of the US President, Donald Trump, a pivotal role in stopping the war in Sudan in coordination with the (peace and unity government) led by (Sudan Conflict Coalition) known as” founding “.
Al -Safi said, in a special statement to Asharq Al -Awsat, that the “peace government” is in the process of “offering an integrated project to end all wars, achieve peace and reconstruction”, and that it will hold “consultations on these issues with all regional and international partners.”
There was no invitation to the Sudanese army, nor the “Rapid Support Forces”, nor for any civil bloc to attend the meeting, and opposition positions from the Islamists, the Sudanese army allies, emerged to hold the meeting.
Standardization of situations
On the other hand, Sudanese political sources said that the postponed meeting was of great importance to peace in Sudan and the region, and that making it any decision to cease fire constitutes a large pressure tool on the warring parties.
She added that «the meeting of the regional parties that have an interest in stopping the war in Sudan, with the weight of American interference in the Sudanese war file, may lead to reaching the unification of positions to launch an initiative that encourages the two parties to fight; The Sudanese army and (Rapid Support Forces), to engage in it.
She pointed out that «all expectations were arrested that the American administration, in consultation with Saudi Arabia, the UAE and Egypt, would reach a final and binding formula for the parties to the war to agree on an immediate and urgent ceasefire, but canceling the meeting suddenly came disappointing the hopes of the Sudanese people, who was hoping to come out with a vision on how to end the war and achieve peace.
A later date?
The same sources said that “the chances of Washington’s meeting to stop the war in Sudan seemed more than ever,” but she saw that “the American side did not interfere with enough strength, or that preparing for the meeting was not as required.”
The chief adviser to the US President for Africa, Massad Paul, confirmed that “there is no military solution to the conflict in Sudan”, and that “the American administration is in direct and indirect communication with the two parties to the war; The army and (Rapid Support Forces) regarding this meeting.
The sources, who spoke to Asharq Al -Awsat and asked to withhold its identity, did not rule out that “a later date for a meeting will be set soon, coordination takes place before it was held to overcome the differences between the (Quartet) states in the position of the Sudan war, which previously caused the failure of the (London Conference) last April.”
According to the sources, the success of any meeting depends on regional budgets, and the “Quartet” countries agreed with the arrangements for the ceasefire, and the political process that it follows with the participation of all Sudanese parties.
“Summ”: a dangerous development
In turn, the Democratic Civil Alliance of the Revolutionary Forces (Samoud), led by the former Prime Minister of Sudan, Abdullah Hamdouk, said that Sudan is entering a new stage with the presence of two disputed authority in Port Sudan and Nyala, and described the matter as a dangerous development that cannot be overlooked and its effects.
He stressed in a statement on Facebook: “We renew our position that there is no legitimacy for any authority in the country since the October 2021 coup, and that the priority now is to stop the war and address the humanitarian crisis, and not the formation of governments that increase the complexity of the crisis in Sudan.”
He added that «these developments coincide with an escalating international and regional efforts to end the war in Sudan, and we hope that it will lead to an immediate ceasefire, open the paths of delivering humanitarian aid and protect civilians; To lift the suffering of millions of Sudanese whose lives destroyed their lives. ”
The “Samoud” coalition sent messages to the “International Quartet” foreign ministers, in which it expressed its welcome to the initiative, which represents an “important step towards ending the suffering of the Sudanese people, and putting an end to the worsening humanitarian crisis.”
Since the outbreak of the war in Sudan, a clear American concern has emerged from its repercussions on the situation in the Middle East region, and in particular the security of the Red Sea, where Washington rejects “any penetration that brings the Sudanese army closer to Russia or Iran, and gives the two countries a military marine influence in the Red Sea; This poses a direct threat to the interests of the United States in the region.
