In Britain, Prime Minister Kiir Starmer announced, after an exceptional meeting of the government, his intention to catch up with French President Emmanuel Macron, and to recognize the Palestinian state next September if Israel did not take steps to improve the situation in the Gaza Strip and bring peace, which was repeated by his Foreign Minister David Lami in front of the New York Conference.
With the increase in pressure at home, Starmer announced that it will be taken on this step unless Israel stops its war on Gaza, and the crossings open to the flow of humanitarian aid without obstacles, and engage in serious peaceful talks to end the Palestinian -Israeli conflict.
The Israeli response to these conditions appears impossible, given the positions of Netanyahu and his government team, and in practice it means that London – which has a historical responsibility for Israel since the “Balfour Declaration” in 1917 – will be submitted to this move.
This step is of particular importance, as Britain will be the second country in the “Group of Seven” that recognizes the Palestinian state, after France, and the fourth in the Security Council is among the five permanent members. It also has special importance in that it makes the Western movement a “collective movement”, which Paris was betting on.
The “New York Conference” calling for the recognition of the Palestinian state, which was issued by 15 Western countries, was similar to the “earthly earthquake”, according to the expression of French Foreign Minister Jean -Nawil Barrow, as it is the first time that the Westerners have made “collectively” such a step.
The fifteen countries are: Australia, Canada, Finland, France, Norway, Spain, Portugal, Ireland, Slovenia, Luxembourg, Malta, New Zealand, Iceland, San Marino and Andorra.
Among the aforementioned countries, Malta officially announced that it will recognize the Palestinian state; As Canada is preparing for that, as well as Finland. French sources believe that Portugal is ready for this recognition.
It came in one of the paragraphs of the “call”: “We have confessed, expressed or expressed the willingness of our countries or our positive outlook to recognize the State of Palestine, as a basic step towards a two -state solution; We invite all countries that have not yet done to join this call. ”
It also stated: “We express our intention to work in order to develop a structural day in Gaza, ensuring the reconstruction of Gaza, removing the (Hamas) movement, and excluding it from the Palestinian rule.”
Diplomatic infection
The aforementioned paragraph reformulates a collective desire to take and encourage others to catch up with the knees. To date, the Palestinian state recognizes 149 countries.
French sources say that Macron’s announcement of the move a few days ago was a double goal: exerting pressure on the hesitant European countries on the one hand, and giving them enough time until September 21, which is the initial date for the summit that the call will be invited in in New York until its decision crystallized.
On Wednesday, the French Ministry of Foreign Affairs quoted Barrow as saying to the United Nations Secretary -General Antonio Guterres, that this recognition “falls within a comprehensive political dynamic supported by the conference, aims to achieve recognition of the State of Palestine, the normalization of relations with Israel and its regional integration, reform of Palestinian governance, disarming the (Hamas) movement and excluding it completely, and implementing collective security guarantees.”
Perhaps the last paragraph of the road map summarizes the supreme goal of the conference: “It is a historical opportunity. It is time for decisive and collective action to end the war, achieve the establishment of the Palestinian state, and ensure peace and dignity for both peoples. ”
Despite the pressure and warnings
The conference was widely attended, as 125 countries, and many international and regional organizations participated in it. As the European Union and the League of Arab States, and at least 40 foreign ministers, despite the Israeli and American pressures.
In addition to these pressures, an internal campaign targeting French President Emmanuel Macron, after announcing the determination to officially recognize the Palestinian state in the “Week of Presidents and Leaders” in the United Nations General Assembly in September, warned of the implementation of the “will not have any impact” on the course of events in the Middle East; It also warned it of the “diplomatic isolation” in which it will fall because there is no European or Western country that will join it.
The “skeptics” ruled out the “diplomatic -political dynamic” emission in favor of the two -state solution, which, according to their vision, became “part of the past”, not only because of political and field changes, but also because of Israel’s root rejection of the establishment of a Palestinian state.
Last year, the Knesset voted on a decision that refuses to establish a Palestinian state, and last week adopted a decision calling on the government to include the West Bank with a majority of 71 votes. In short, the skeptics saw in the “two -state conference” a kind of “delusions”.
The Israeli narrative has been condemning the recognition of the Palestinian state, considering it a “reward for Hamas and terrorism”, claiming that it will come to “blow up the efforts of a peaceful solution” and “efforts to put an end to the war” in Gaza.
But all of the above was not achieved, but rather the opposite happened.
Riyadh and Paris succeeded in their endeavor aimed at reviving the “two -state solution”, which has long been absent.
In just two days, the concentration of two -thirds of the countries of the world was on the “road map” that was developed for many weeks thanks to the efforts of eight double -presidency working groups, Arab and international, which have been on the drafting of public, comprehensive and practical proposals on how to put an end to the conflict and go to the Middle East, integrated security, economically and humanly.
This emerged in the “final document” consisting of 7 pages, which was issued with the end of the conference, on Tuesday.
The Saudi Foreign Minister, Prince Faisal bin Farhan, said that the document “includes comprehensive proposals for the political, security, economic, humanitarian, legal and strategic narratives, and it constitutes an integrated and implemented framework for the implementation of a two -state solution and achieve peace and security for all.”
The Saudi minister called for “supporting the final document” before the conclusion of the seventy -ninth session of the General Assembly by informing the Saudi or French mission in New York.
