The “Two State Solution” conference holds Palestine on the basis of the partition decision Arabausa

The Palestinian delegate to the United Nations, Riyad Mansour, revealed that the conference hosted by the United Nations General Assembly in New York, on Monday and Tuesday, on the two -state solution and the end of the Israeli occupation, will establish the recognition of about 10 other countries, in addition to France, by embodying the solution on the basis of the 1947 division.

Ambassador Mansour stated in an interview with “Al -Sharq Al -Awsat” that the conference is for the United Nations General Assembly, that is, for its 193 members who have the right to participate, in addition to countries that have the status of “observer” such as Palestine and the Vatican, international and regional organizations such as the League of Arab States, the European Union, the Organization of Islamic Cooperation, and the African Union.

He expected a huge number of prime ministers, ministers and deputy ministers, up to about 70 or more.

The ambassador pointed to the presence of a number of representatives of Western countries, including Britain, Spain, Canada and others, representatives of Latin American countries such as Brazil, Chile and Colombia, and representatives of Asia as Pakistan Foreign Minister who is currently holding the monthly presidency of the Security Council, and Japan, in addition to the bilateral presidency of both Saudi Arabia, France and Prime Minister of the State of Palestine.

The United States announced not to participate in the conference of the two -state solution, which is opened by Saudi Foreign Minister Prince Faisal bin Farhan and his French counterpart Jean -Nawil Barrow, with the participation of the Secretary -General of the United Nations Antonio Guterres, and the Palestinian Prime Minister Mohamed Mustafa, and the presence of representatives from Brazil, Canada, Egypt, Indonesia, Ireland, Italy, Japan, Jordan, Mexico, Norway, Qatar, Senegal, Spain, Turkey and the United Kingdom The European Union and the League of Arab States.

Macron message

The French President, Emmanuel Macron, had confirmed in a letter two days ago to the Palestinian President, Mahmoud Abbas, his intention to announce his country’s recognition of the State of Palestine, in a move described as “extremely important.”

The Palestinian Ambassador Mansour confirmed that Macron’s message to Abbas resolved the issue of French recognition, and that he wanted to announce this officially during the eighties of the United Nations General Assembly in New York in September.

He believed that the advertisement “opens the road, perhaps for countries that recognize during the conference, or announce that it will join the French advertisement, and officially announce their confessions in the General Assembly.”

He expressed his belief that other important countries that may number up to ten countries will be announced in the coming days, to September, similar steps, including Britain, Canada, Australia, New Zealand, Singapore, Japan, Belgium, Luxembourg, Portugal and San Marino, raising the number of countries recognized to about 160 members of the United Nations General Assembly, stressing that this is from “achievements Initial »Operation of the International Conference.

The French Foreign Minister, Barrow, announced on Saturday through the weekly French newspaper “Le Journal de Dimanche” that the Arab countries “will condemn (Hamas) for the first time and call for their disarmament” during the ministerial meeting of the United Nations, considering this “will enhance the final isolation” of the movement.

He added that British Prime Minister Kiir Starmer “announced his intention to recognize the State of Palestine,” adding that Germany is considering taking the same step at a later stage, “and we will make an appeal in New York to other countries to join us in order to launch a more ambitious process.”

However, Germany announced that it does not intend to do so “in the short term.” Italian Prime Minister Georgia Meloni said that recognition of the State of Palestine before its stay may have counterproductive.

Mansour welcomed “this big, courageous, decisive and important step from France,” adding that in addition to other confessions it will lead to “recognition of the full membership of the State of Palestine at the United Nations.”

He added that the conference is “a practical start, because the world has almost unanimity over a two -state solution, and recognition is an investment in confirming and protecting the two -state solution, and it is an investment in peace based on the end of the occupation and the embodiment of the two -state solution on the ground, which requires countries that will not recognize that.”

He called for the “removal” of the American veto (cassation) against Palestine’s membership in the Security Council, because the United States “was the one that disrupted our endeavors during May 2024 to obtain full membership at the United Nations.”

International Court of Justice

On the Saudi and French care of the conference, Mansour talked about “related episodes in the series that started all this process”, considering that “the first is the historical consultative opinion of the International Court of Justice, which said within several different issues that this occupation is illegal, and it must end as soon as possible”, and called on the United Nations institutions, and the general assembly is part of it, that “the frameworks that lead to this result depend on.”

He added that the General Assembly took the advisory opinion and began to hold the international conference within six months, and determined that the occupation ended within a year.

He went on to say that “the Kingdom of Saudi Arabia is the leader of the Arab and Islamic group jointly, and therefore its weight is growing and its impact is very large, not only in the Middle East, but also in many important issues in the world, and it has a broad impact on the new American administration, and therefore it makes sense to increase the seriousness of the conference and the world responds with it.”

He added that France, as one of the most important European and Western countries, is convinced of the issue of a two -state solution and has a balanced leadership role, especially in the European Union, and therefore there is a “unity in the position between the Arab and Islamic group and the Western Group, specifically Europe.”

Barrow stressed that France will be presented with Saudi Arabia “a common post -war vision with the aim of ensuring the reconstruction, security and governance in Gaza, and thus paving the way for the two -state solution.”

Resolution 181

On the accusations of Israel that recognition of the State of Palestine is a “reward” of Hamas, Mansour said: “Such positions are strongly underestimated by almost the opinion of all countries of the world.”

He added that most of the countries of the world “reached a conviction that after 80 years of the Nakba and from the occupation … ((international maturity) got it time for this issue to resolve naturally and legal on the basis of international legitimacy decisions, and according to what the international community showed in 1947 that the situation in Palestine must be solved after the end of the British Mandate through the two -state solution represented by the decision to divide, i.e. Resolution No. 181.

The conference and organizational structure will be issued by the conference to follow up efforts to achieve the goal of ending the occupation and embodying the two -state solution on the ground. It will be established by bodies playing leadership roles of 17 countries, in addition to the Saudi -French leadership.

It is expected that the conference will issue two interconnected documents related to the advertisement and its accessories, in a way that detailed irreversible steps and tangible measures towards the implementation of a two -state solution, including security details, the form of government, reconstruction, demands to stop the construction of new Israeli settlements in the West Bank, end military control over humanitarian aid, in addition to demanding the lifting of the Israeli financial siege on the Palestinian Authority, and release Two billion euros of the detained Palestinian money.
